I thought it was frowned upon to have guns with "Normal" shell type.  No benefits of AP going through multiple targets targets and hammering heavier armored targets.  No benefits of HE splash, strength against Light Armor, and causing Fires.

Same thing I guess with the twin 120s listed in the top left, I avoided those for the same reason:  Normal shells.

AA Guns.  Roomba and the long range stuff like Twin 105mm SK C, yes, I try to stuff them on my AA Cruisers.  They got high AA efficiency to help on the slow reload of those guns.  But on ships without the high 120+ AA efficiency, is it better to go with something like 40mm Bofors that shoot faster?

The normal shells are indeed frowned upon... but that actually depends. It all has to do with the damage modifiers tied to the gun types: DD guns, CL guns, CA guns, BB guns, torpedoes, aerial torpedoes, aerial bombs, and even submarine torpedoes... all get different modifiers against light, medium, and heavy armor. For BB guns, it's kinda obvious once you look at the BB shells' damage modifier chart from the AL Wiki:

As you can see, for BB/BC/BM's, the Normal shells lose out to the HE shells against light and medium armors, and to the AP shells against medium and heavy armors. This is the only reason why the Normal shells are frowned upon. Otherwise, the Massy's gun is actually a superb gun, and is actually a preferred gun for the ammo changers, like Gascogne Muse, since their skill overrides the shell type. Its FP boost and shell damage is one of top tier, actually. It's just that her shell type is holding her back from seeing a more common usage.

For DD's, as I said, they have their own set of damage modifiers, also shown in the AL Wiki:

As you can see, for the DD guns, it's rather the AP shells that are the "loser ordinances," and NOT the Normal shells.

It may looks like HE shells are the king of DD guns... and that's mostly correct. However, Normal shells aren't too far behind, and more importantly, you also gotta take the gun's stat into account.

The 120mm DD gun actually has decent FP, decent shell damage, decent shell patterns (quite more important than you think), and decent rate of fire to be considered as a runner-up choice in the guide list. Sure, it's not top tier, obviously... but if you're on a budget, or lacks many top tier gears, it can substitute and still perform quite well.

So much so that when it comes to Raw DPS, it actually ranks 4th among all DD guns:

Of course, actual DPS will differ, since the armor modifiers need to be taken into account... but still, it's quite a feat for a measly purple gun.

As for AA, AFAIK, most gold guns and few purple guns are all good enough to just use whatever, lol. However, if you want to truly tweak and min max, I think Nerezza's Equipment Guide has summed it up nicely:
